Infrastructure Needs

2.7 To deliver and support the growth plans outlined within this section the following new and improved infrastructure will be required.

Transport

  • Lake Lothing Third Crossing
  • Denmark Road Improvements
  • Improvements to Bloodmoor Roundabout and other junctions to increase capacity and reduce congestion
  • Servicing and Access improvements to Enterprise Zones
  • Other traffic management and pinch-point works following completion of the Third Crossing
  • Pedestrian and Cycle Bridge over Lake Lothing at Brooke Peninsula (including new bridge over railway line to Normanston Park)
  • Safety improvements to the A47 to accommodate the North Lowestoft Garden Village (Policy WLP2.12)
  • Improvements to the cycle network as identified in the Waveney Cycle Strategy
  • Improvements to Lowestoft Station.

Education

  • New 1.5 form entry primary school on the Kirkley Waterfront and Sustainable Urban Neighbourhood site (Policy WLP2.4)
  • New 2 form entry primary school on the North Lowestoft Garden Village site (Policy WLP2.12)
  • New 1 form entry primary school on Land south of The Street, Carlton Colville/Gisleham (Policy WLP2.15)
  • Extensions to existing primary schools in North Lowestoft to accommodate 85 pupils

Health Care

  • New medical centre on Woods Meadow, Oulton to serve all developments in North Lowestoft
  • Extensions to High Street Surgery and Rosedale Surgeries to accommodate growth in North and South Lowestoft

Community Facilities

  • Improvements to library provision
  • New community centre on Land south of The Street, Carlton Colville/Gisleham (Policy WLP2.15)

Green Infrastructure

  • New youth and mini football pitches including full sized 3G pitch at Oakes Farm (Policy WLP2.18)
  • Compact athletics facility and 400m grass track at Oakes Farm (Policy WLP2.18)
  • Four new tennis and netball courts at Oakes Farm (Policy WLP2.18)
  • New allotments in South Lowestoft on Land south of The Street, Carlton Colville/Gisleham (Policy WLP2.15)
  • Improvements to tennis courts and bowling greens
  • New changing facility at Normanston Park
  • New parks and play spaces on all development allocations

Flood Risk

  • Lowestoft Flood Risk Management Project - including flood mitigation at Land south of The Street, Carlton Colville/Gisleham (Policy WLP2.15)

Utilities

  • Localised improvements to the sewerage network
